In Windows XP Professional you need to right click on "My Computer" and click properties. From that dialogue you will click advanced and then check Allow Remote Connections. You can then select the users that can use the remote connection and as well it will allow you to begin to be able to connect to the computer over an internet connection.

For Windows Vista and Windows 7 you can simply go to your control panel it will provide you options for setting it up as it fits. Once enabled you will also have to select the users that can access the computer via remote desktop but as soon as you have that you should be good to go. All you have to do once you have all of that set-up is go to the computer that you would like to connect from and start the program Remote Desktop Connection and enter the IP address of the computer or network name you would like to connect to.

Or if you are at work or school and need access to a certain document or presentation that you forgot on your home computer. This can also be very handy if you would like to have two computers but don't have enough monitors you can set one up with ms remote desktop console and an internet connection and then you can just dial in to the one without a monitor and take advantage of both computers.
